Carbon filters can remove many chemicals by absorption and filter out some dirt and debris, but are usually not satisfactory by themselves for bacteria, protozoa or viruses.
Absolute protection would require reverse osmosis water treatment, which requires electricity to run the pump necessary for the high pressure needed to force the water molecules to migrate through the membrane. But this would only be suitable for a fixed home/cabin installation where electricity (public utility, generator or solar power) is available.
