Magic Cappuccino

How does the steam tube work on a Magic Chef Cappuccino maker?
My mom just gave me her Magic Chef Cappuccino maker, and I tried to use it for the first time. I made the espresso without any problem, but I can't figure out how to use the steam tube to steam the milk. The only buttons or dials on it are the on/ off switch and there's some kind of dial that seems to loosen and tighten the steam tube. I tried fiddling with that, and it didn't do anything. Since this is a hand me down, I don't have a manual or even know the model number or year.
I'm not familiar with your machine, but it has to follow a few design rules so I might be able to point you in the right direction.
There are either two flip switches, or the on/off has to have a third setting (off/on/steam). After you brew the coffee (it's not a real espresso machine, but probably makes a slightly stronger, unfiltered, coffee), the switch turns up the temp to turn the water into steam. You'll have to wait a few minutes for it to come to temp & you may have to add water to the reservoir after brewing so it has enough to create steam.
Once you have the temp right, put the wand nozzle just under the surface of a container 1/3 full of cold milk and slowly turn the knob to release the steam. Keep the nozzle near the surface until the bubbles make the milk look like it doubled in volume, then submerge the wand deeper to heat the milk to 140-160F.
Clean the nozzle immediately by blasting the steam into either an empty or water filled container & wipe the outside.
