To decrease, mix the water from your usual source with reverse osmosis or distilled water. You'll need to figure out mathematically what ratio you'd need based on the current hardness of the water and what you want the final result to be - try for an easy ratio to remember like 3 gallons of tapwater to one gallon of RO (will give you 3/4 of the original amount). Then do your water changes in multiples of that many gallons (in this example, you'd want multiples of 4 gallons) to keep the same concentration. The RO/distilled will dilute the amount of chemicals that are causing the hard water to soften your water.
If you need to go up in hardness, you can add some crushed coral or aragonite in a bag in your filter (these will raise carbonate hardness, which can also change the pH). If you're looking at keeping fish like African rift lake cichlids, the cichlid salt and cichlid sand/aragonite that you'd use inthe tank will already have these to raise the hardness (and the pH), so it shouldn't be necessary to add anything else.
